Water Resources Manager recruiters who bring you a focused shortlist
Data Center Headhunters are Water Resources Manager recruiters for data center owners, operators and builders. Send us the open role and we find working Water Resources Manager candidates, qualify each one live and give you a short list to interview. No upfront fee. You pay only if you hire.
A water resources manager owns the supply side of a site's water: where it comes from, what the permit allows you to take, what you may return, and who will object if any of that changes. On a power plant, a utility service territory or a large cooled facility, that is a standing operational duty with legal weight, and the hire decides whether your next drought, audit or expansion is a surprise or a plan.
This is what we do all day: recruit data center professionals.
No postings. No stacks of resumes. No chasing. You interview a short list.

What does this hire really come down to?
Start with the legal instrument the person has actually worked under. Withdrawal permits, water rights, discharge permits and cooling water intake rules are different animals, and someone fluent in one may have never touched another. Ask which instrument they held responsibility for and what happened when a limit was approached.
Separate the manager from the engineer below and the director above. The engineer designs intakes, pumps and treatment. The manager decides how much to draw, negotiates with the regulator and basin authorities, and answers for an exceedance. A director sets portfolio policy and carries budget across sites, which this role normally does not.
Decide whether your problem is quantity, quality or both. A site short of supply needs a person who has secured alternatives, such as reclaimed effluent or storage agreements. A site facing discharge scrutiny needs someone comfortable with sampling data and corrective action plans.
What do we check before you see anyone?
Test drought thinking. Ask what they would curtail first, in what order, and whom they would notify. A strong manager has a sequence tied to operations and speaks about tradeoffs with the plant or facility side, not just the environmental side.
- Ask the candidate to walk through a reporting cycle they ran: what was measured, who signed the submission, and how an anomaly was caught before the regulator saw it. Vague answers about compliance generally mean they reviewed other people's work.

- Probe community and agency relationships. You want specifics about who they dealt with, what was contested and how it settled, without them naming anything confidential.
Where do we find these candidates?
We look in utility and generation water departments, regional water supply agencies and consulting practices that did permitting and water balance work for industrial clients. Industrial cooling operators and large campus facility teams also supply people who understand consumption pressure from the user side of the meter.
- We look in generation and utility water departments, municipal and regional water supply agencies, and consulting practices that did permitting and water balance work for industrial clients. Each background produces a different strength: operations, regulatory command or analytical modelling.
- Industrial cooling operators and large campus facility teams supply people who understand consumption pressure from the user's side, which helps if your site is the customer of a water provider rather than the provider itself.
Which hiring mistakes should you avoid?
Do not hire a pure environmental compliance person when the real exposure is supply security. They will file everything correctly and still leave you without water in a dry season. Do not treat a hydrology or civil background as enough.
- Hiring a pure environmental compliance person when the real exposure is supply security. They will file everything correctly and still leave you without water in a dry season.
- Treating a hydrology or civil background as enough. Design skill does not show whether someone can sit across from a basin authority and defend a request.
- Leaving the reporting line vague. If the role sits under environmental health and safety and also serves operations, say which one breaks a tie, or the manager spends the first year arbitrating.
Your search in 3 steps
- Pin down the instruments
Before we search, we agree with you on which permits, rights and agreements the person will hold, so the brief names real obligations instead of a general water title.
- Screen on regulator contact
Our first conversations focus on who the candidate dealt with and what they signed. People who only supported the work usually show it within minutes.
- Present a short, comparable list
You receive candidates described against your supply or discharge problem, with background type noted, so your interviews can concentrate on judgment.
Where do we fill this role?
What does BLS publish for this role?
The figure below comes from the national OEWS row for Managers, All Other. Read the mapping badge before using it in a budget. A broader occupation can include jobs outside data centers. Compare your seat’s responsibilities and pay basis with the published occupation rather than treating the median as an offer quote.
Broader occupation. Managers, All Other is a broader occupation based on the work described, not a separate data center wage series. BLS does not distinguish this title, experience level, shift, credentials or data center employers. Confirm the actual duties before using this comparison.

Questions
How soon will you show me candidates for this role?
We aim to open with a short list once the permit and supply picture is agreed, and we will not promise a date before we know how narrow your jurisdiction makes the pool. Regional water knowledge can limit it more than seniority does.
If we make an offer, would a water resources manager walk away from an open permit renewal to take it?
Possibly not until the renewal is filed, because a manager with a pending withdrawal permit or a discharge consent often wants to see it through. We ask early which filings are live and tell you whether the timing could stall your start.
Is relocation realistic for a water specialist?
Water knowledge is local, so moving into an unfamiliar basin has a learning cost. We discuss that with candidates directly and flag whether they have worked under comparable rules.
Does this role travel?
Expect site visits to intakes, outfalls and treatment assets, plus agency meetings, but not field crew deployment. Per diem is rarely the issue, so we confirm your expected travel pattern up front.
How do I judge fit between a utility background and an industrial one?
Utility people are strong on regulation and public process, while industrial people know consumption and downtime cost. Tell us which weakness hurts you more and we will weigh the shortlist that way.
How do your fees apply to a niche role like this?
The fee terms are the standard ones set out on this page and do not change because the title is specialised. We will talk through how scope affects timing before you commit.
