Program & Portfolio Management 11 titles
- Program Manager, HyperscaleWhen several campuses or phases run at once and nobody can say which one is truly late, you need a program manager who can make the whole picture readable.
- Program Director / Senior Program ManagerIf your portfolio has grown past what any one project team can see, you need a director who can set the capital plan, watch risk and manage several general contractors without picking favorites.
- Owner's Representative, Data CenterIf you are spending an owner's money and cannot tell whether the contractor's change orders and schedule claims are fair, you need a representative with the experience to say no and explain why.
- Owner's Construction Manager, HyperscaleWhen contractors build your campus and your own people are only seeing finished work, you need an owner-side construction manager who sees the work as it happens.
- Portfolio Director / Head of DeliveryYou are hiring someone to answer for every live data center project at once, and a title on a résumé will not tell you whether they ran a portfolio or simply sat above one.
- PMO ManagerYou want a PMO that helps project teams finish, and the hard part is spotting someone who builds useful reporting rather than a bureaucracy that people dodge.
- Program Controls DirectorYou are hiring the person who tells the owner and your executives what a program will really cost and when it will really finish, and that answer has to hold when it is unwelcome.
- Regional Construction Program LeadYou need one accountable leader for every build in a geography, and the real test is whether the person can manage local authorities, trade markets and several superintendents at once.
- Contracts / Commercial ManagerYou are hiring the person who protects your company on subcontracts, change orders and claims, and you need someone who reads documents the way the other side's lawyer will.
- Program Risk ManagerYou want someone who finds the problems your program will have before the field does, and who can make senior people act on what they hear rather than file it.
- Program Scheduler (Integrated Master Schedule)You are hiring the person who holds the logic of the whole program in one model, and you need to know whether they build schedules that explain themselves or merely produce long bar charts.
Do you need a program manager or an owner's representative?
A program manager coordinates many projects toward a portfolio goal. An owner's representative protects the owner on a specific project or campus, watching contractors and decisions. An owner's construction manager often combines both on a hyperscale build. Choose based on whether the person manages a portfolio or one delivery.
Program directors and portfolio directors set priorities across regions and lead other program managers. Regional construction program leads sit between them and project teams. The difference is mostly scope and decision authority, and candidates will ask about both.
Hyperscale programs often move fast, with standard designs repeated across sites. The best program candidates can describe what they changed in the standard after lessons learned, not just how many sites they delivered.
Which controls and commercial titles support a program?
PMO managers set reporting and governance. Program controls directors own schedule and cost across sites. Integrated master schedulers build and maintain the program schedule. Contracts and commercial managers negotiate terms. Program risk managers identify and track risk. These roles make a program visible to leadership.
A program scheduler is different from a project scheduler. They link many schedules into one, often across contractors, and they must manage dependencies like equipment supply and utility dates.
Contracts managers on data center programs often handle framework agreements and long-term supplier relationships. Ask what clauses they negotiated and why.
How do you size a program role against the portfolio?
Describe the number of sites, regions and contractors the person will coordinate, and whether they manage people or influence them. A program manager overseeing two campuses with one contractor is a different hire from a director coordinating a dozen sites across regions. Portfolio scale is the clearest way to set the level.
Reporting lines also shape the role. A program lead who reports into construction will be judged on delivery; one who reports into finance or strategy will be judged on forecasts and capital efficiency.
If the program is new, say so. Building governance from nothing is a different job from running an established PMO.
Program risk managers should be told how risks are escalated and who acts on them, or the register becomes a report nobody reads.
Questions
Should I hire a PMO manager or a program controls director?
A PMO manager runs governance and reporting. A program controls director owns cost and schedule analysis. Pick based on the gap.
Is an owner's representative a contractor role?
Usually not. They act for the owner, though some work through consulting firms.
What does a Program and Portfolio Management search cost?
No upfront fee. You pay only if you hire. The fee basis is written in the agreement before outreach starts.
How long does a Program and Portfolio Management search take?
It depends on the title, level, location and your interview process. We agree a realistic plan at calibration and do not promise a date.
How do you handle counteroffers for Program and Portfolio Management candidates?
We discuss motivation and likely counteroffers during live qualification and again before you make an offer.
What guarantee applies to Program and Portfolio Management hires?
We offer a candidate replacement guarantee on standard search agreements. The applicable period and exact terms are set out in the signed client recruiting agreement.
What do you not do in a Program and Portfolio Management search?
We do not post your role on job boards, send unscreened resumes or approach candidates before the brief is agreed.
How long did your last search take? How much did the empty seat cost while you waited?
An open data center seat holds up commissioning dates, stretches the people covering it and adds cost every week it stays empty. Put your own numbers into the cost-of-vacancy calculator, then compare that figure with a contingency search where you pay only if you hire.
